GULF COAST WOMEN’S GOLF ASSOCIATION

CONSTITUTION

 

ARTICLE I - MEMBERSHIP

 

SECTION 1

Any properly organized Women’s Golf Association affiliated with an 18-hole golf course located within the Mississippi Gulf Coast may become a member of this Association, subject to approval of its application by a two-thirds (2/3) majority vote of the Board of Directors of the Gulf Coast Women’s Golf Association (herein referred to as GCWGA).

 

SECTION 2

 

Any individual who is an established resident of Mississippi in the counties of George, Hancock, Harrison, Jackson, Pearl River or Stone (i.e., occupying such residence at least six (6) months of the year), is a member in good standing of a Ladies Golf Association of a GCWGA member club, and has an established handicap of no more than thirty-four (34)*, may become a member of the GCWGA.

 

A.  Any individual who moves to the Coast and has established residence prior to 30 May, becomes a member in good standing of a member club, and has an established handicap of no more then thirty-four (34), may become a member of GCWGA and participate in all scheduled golf events.      

 

B.  Any individual who established residence after 30 May of each year is eligible for membership but not eligible to win the Association’s Championship Title.

 

* Continuous members in good standing may rejoin, however, they must compete with a thirty-four (34) handicap.

 

ARTICLE II - BOARD OF DIRECTORS

 

SECTION 1

This association shall have a Board of Directors consisting of one delegate from each club.  The delegate will be appointed, designated or elected by her club no later than November of each year.  Each member club will designate one alternate to attend meetings in the absence of the appointed delegate.  The names and addresses of the delegate and alternate will be sent to the secretary no later then December 1st.

 

SECTION 2

The Board of Directors shall meet at the call of the President as necessary during the calendar year or upon request of two (2) Board members.

 

A.  It shall administer the affairs of the Association.

 

B.  A simple majority of the Board of Directors shall constitute a quorum.

 

C.  It is empowered to conduct such competitions in addition to the annual Championship tournament, as it may deem advisable.


ARTICLE III - OFFICERS AND THEIR DUTIES

 

SECTION 1

The Officers of the Association shall be a President, a Vice President/Tournament Chairman, a Secretary and a Treasurer.  The Officers shall be elected at the annual Christmas party.  The term of office shall be one year, commencing on January 1 of each year.

 

SECTION 2 

President:   Shall have general supervision over all activities of the Association and shall preside at all meetings.  She shall be an ex-officio member of all Committees and shall have the power, subject to approval of the Board of Directors, to appoint committees as necessary.

 

SECTION 3

 

Vice President/Tournament Chairman:  Shall perform the duties of the President if the latter is absent or unable to act.  She shall be primarily responsible for making the schedule of monthly tournaments, commencing with the month of March each year.  She is responsible for scheduling courses and conducting the Championship Tournament.  She may appoint such committees as necessary to carry out these functions.

 

SECTION 4

Secretary:   Shall keep the records and minutes of all meetings of the Association and shall be responsible for all correspondence except that pertaining to the offices of Vice President/Tournament Chairman and the Treasurer.  She shall give adequate notice to each club of Board meetings and shall provide a copy of the minutes to each club as quickly as possible following each meeting.

 

SECTION 5

Treasurer:   Shall be responsible for collecting all dues, maintaining a roster of membership, disbursing all money and shall serve as Chairman of the Finance Committee.  She shall present a proposed budget to the Board of Directors at the first meeting of the calendar year.

 

ARTICLE IV - AMENDMENTS

 

SECTION 1

Amendments shall be proposed in writing to the Board of Directors, which, in turn, shall see due notice is given to each member club, after which the Board shall meet to adopt or reject the proposal.  A two-thirds (2/3) vote of those present is necessary for passage.

 

BY - LAWS

ARTICLE I - GENERAL

 

SECTION 1

The fiscal year of the Association shall begin on January 1 and continue through December 31st.

 

SECTION 2

The first meeting of the Board of Directors will be held prior to the first play day of each year which is in March.  Other meetings will be called by the President as necessity demands, or meetings may be called at the request of two or more Board members.

 

SECTION 3

The annual election of officers shall be as follows: The Board of Directors shall elect a nominating committee.  The Chairman of the nominating committee will present a slate at the annual membership meeting held following the three (3) day Championship Tournament.  Nominations will also be taken from the floor.  These nominations will be voted on at each member club.  The delegates will present their vote at the Christmas Party.

 

SECTION 4

Each member club is entitled to one vote at all meetings on major issues.  This vote will be that member’s club’s majority opinion on said issues.

 

ARTICLE II - DUES

 

SECTION 1

The annual member club dues are payable to the Association Treasurer no later than December 31st of each year and are delinquent thereafter.  Delinquent club members may not enter any tournament sponsored by the Association until the club’s annual dues are paid.

 

SECTION 2

Annual individual dues will be set by the Association.  Renewal membership may only be accepted in December of each year for the coming year.  The club delegate shall be responsible for contacting their members, collecting their dues, and forwarding these dues to the Association Treasurer no later than December 31st.

 

ARTICLE III - TOURNAMENTS

 

SECTION 1

Each member club is required to host at least one play day per year at its course if possible.  Play days or Tournament Play days may be scheduled at local resort golf courses.  The fee to play will be the same as member golf courses’ charge.

 

SECTION 2

The GCWGA Championship Tournament will be conducted yearly, the dates to be determined by the Tournament Chairman.

 

A.  The tournament will be a 54-hole stroke play competition in flights; the first 18 holes may be a qualifying round or preflighting may be done by handicap.  This decision will be made by the Board of Directors.

 

B.  The tournament will be played at three different local 18 hole golf courses on the coast.  An attempt should be made to schedule different courses each year until all member clubs have had the opportunity to host one day of the tournament; however, course conditions must be considered and an alternate course could be substituted by the Tournament Committee.

 

C.  The tournament field limit will be established by the Tournament Chairman.

 

D.  Only GCWGA members in good standing are eligible and must have participated in at least two (2) play days during the current year.  If field limit is not obtained by entry deadline date, the Tournament Chairman may accept other entries by members.

 

E.  The entry fee will be set by Tournament Chairman.

 

F.  Rules of play will be identical each day of the tournament, weather permitting.

 

ARTICLE IV - TROPHIES

 

SECTION 1

Medalist: The Powell Glass Trophy will be awarded annually to the medalist (first day, low gross) winner.

 

SECTION 2

Senior Medalist: The Senior Medalist Trophy will be awarded annually to the senior medalist (first day, low gross score by player age sixty-five (65) years or older) winner.

 

SECTION 3

Championship: The Mary Price Championship Trophy will be awarded annually to the low gross over-the-field winner of the Championship Tournament.

 

SECTION 4

Net Championship: The Net Championship Trophy will be awarded annually to the low net over-the-field winner of the Championship Tournament.

 

This Constitution and By-Laws, revised October 29, 2001, supercedes any Constitution and by-Laws of an earlier date.  Signed this date by the following elected officers.
